Small-Scale Landlord Capacity Building Program

This free program is open to any Brooklyn landlord with a 2-to 20-unit residential property who seeks help with repairs, operations, rent collection and other resources.

WHAT IS THE SMALL-SCALE LANDLORD CAPACITY BUILDING PROGRAM?

Housing nonprofit NHSNYC, in partnership with Enterprise Community Partners, is offering the Small-Scale Landlord Capacity Building Program to support Brooklyn’s small landlords who want to reduce overhead, stabilize cash flow, and preserve affordable housing.

The program is designed for owners of small multifamily buildings with up to 20 rental units. Participants will receive expert technical assistance, a free physical needs assessment worth $5,000, foreclosure and eviction prevention services, and tenant-support resources, all at no cost.

WHO IS ELIGIBLE?

This program is open to any landlord with a rental property located in Brooklyn who meets most or all of the following criteria:

  • Owns a 2– to 20-unit residential building in Brooklyn (priority given to landlords with 2–8 units).
  • Operates affordable or naturally occurring affordable housing (defined as rent that is affordable to a household at or below 80% AMI).
  • Is an independent or unnetworked landlord (i.e. not part of a large trade association such as CHAM).
  • Can participate through August 2027 in networking events that will be mostly virtual.

WHAT YOU’LL RECEIVE (AT NO COST)

Designed for busy landlords — simple, practical, and high-impact support:

  • Up to 15 hours of one-on-one technical assistance.
  • A confidential physical needs assessment for one Brooklyn property (a $5,000 value).
  • Training on small property management best practices.
  • Guidance on rent arrears and eviction prevention.
  • Access to a peer network of Brooklyn landlords.

ADDITIONAL REPAIR, FINANCIAL, AND TENANT SUPPORT

After the physical needs assessment, NHSNYC will develop a customized action plan for your building, which may include:

Rent Collection and Eviction Prevention

  • Review of rent collection practices.
  • Support addressing tenant rental arrears.
  • Referrals for emergency rental assistance.

Insurance and Foreclosure Prevention

  • Insurance policy review to reduce costs and ensure adequate coverage.
  • Guidance on mortgage modification or other foreclosure prevention options.

Tenant Counseling

HUD-certified housing counselors may help tenants create budgets, access public benefits, and secure emergency grants to prevent eviction. Landlords can apply whether or not tenants currently owe rent. The program supports early intervention and eviction prevention.

WHAT’S THE CATCH?

All you’ll have to do to receive the many benefits of this program is join free virtual and occasional in-person meetings (with food!) each month for fifteen months. Each meeting will be an opportunity to learn from real estate experts, improve how you manage your property, and exchange real-world experiences.
