Tonya Ores

Chief Executive Officer

Tonya Ores joined NHSNYC in November 2024 as the Chief Executive Officer, bringing over 25 years of experience working with Neighborhood Housing Services in various capacities, including her most recent role as CEO of NHS Brooklyn CDC. Throughout her career, Ms. Ores has been a passionate advocate for affordable housing, driving initiatives that have secured over $68 million in resources for homeownership and preservation grants for Brooklyn residents. Ms. Ores serves as Board President of the NYS Neighborhood Preservation Coalition and is on the advisory boards of Carver Community Development Corporation, Kings County Hospital, and Neighborhood Restore HDFC. Tonya began her higher education at Medgar Evers College and went on to earn a Bachelor of Science in Business Management and a Master of Public Administration (MPA) from the University of Phoenix in Jersey City.

Patricia Primo

Director of Homeownership

Patricia Primo serves as Director of Homeownership Services. She has been with the organization since 2008. Ms. Primo is responsible for overseeing all first-time homebuyer programs offered through NHSNYC’s Homeownership Center. She also manages NHSNYC’s foreclosure counseling programs.

Prior to joining NHSNYC, Ms. Primo worked in the mortgage industry for over 13 years. Her background includes work with Chase as a mortgage processor/junior underwriter, Citibank as a Community Mortgage Officer, and Washington Mutual as a Mortgage Sales Manager. Ms. Primo has a Degree in Public Communication from the University of Guyana. She also has a Certificate in Credential and Substance Abuse and a Certificate in Non-Profit Management from Medgar Evers College.

R. Gary Campbell

Director of Finance and Administration

R. Gary Campbell serves as The Director of Finance and Administration at NHSNYC. Supporting the vision of the CEO, Gary will oversee and help ensure ongoing alignment between financial, operational, and management goals for the organization. Mr. Campbell is a decorated Combat Veteran, serving 8 years in the United States Marine Corps. He holds a BA from DeVry University in Business Administration. He is an Accredited Residential Manager (ARM) from the Institute of Real Estate Management (IREM). He has been in the Financial Industry for over 17 years with a proven track record of leading and mentoring high performing teams, driving exceptional results, and fostering measurable success.

Victoria Martinez

Director of Lending

Victoria Martinez joined NHSNYC in January 2025 as the Director of Lending, bringing over 20 years of expertise in mortgage lending, credit risk management, and operational leadership. She has held influential positions, including Vice President of Governance, Policy, and Credit Risk, as well as Vice President of Quality Assurance at Morgan Stanley. In these roles, Victoria led efforts to develop and implement underwriting policies, align lending practices with regulatory standards, and enhance portfolio performance across complex loan structures ranging from $100K to $50M.

As the founder of High Level Knowledge LLC, Victoria created a comprehensive mortgage underwriting training program that has empowered professionals with critical skills, improving underwriting efficiency, credit analysis, and loan approval outcomes. Her expertise spans credit training, policy development, vendor management, fraud prevention, and governance, with a strong emphasis on optimizing sustainable and efficient lending operations.

Victoria’s extensive experience in lending, combined with her innovative leadership and dedication to excellence, positions her as a trusted authority in the mortgage and credit industries. She holds a Bachelor of Science in Business Administration and Communication from Baruch College and is committed to advancing the lending field through innovation, professional development, and best practices.

Lucy Raimes

Director of Strategic Partnerships and Resource Development

Lucy Raimes joined NHSNYC as the Director of Strategic Partnerships and Resource Development in December 2024. She brings more than 20 years of experience in developing and preserving affordable housing in NYC and abroad, with a focus on collaborating with partners to develop new programs for New Yorkers. Lucy oversees the development of nonprofit, private and public partnerships as well as resource development efforts to grow NHS NYC’s programs and services. Lucy has a Master’s degree in Urban Planning from NYU’s Wagner School of Public Service and a BA in Public Policy and Urban Studies from Brown University.
